Part II of the report is entitled "Collaboration through Loose Couplings" and makes the following recommendations:

[Radio.weblogs.com] David Fletcher's Government and Technology Weblog: I mentioned earlier that we are doing a series of online surveys to collect data about the entire IT operation in the State of Utah. The data will be collected in MySQL databases and then we will need to best determine how to produce meaningful output that can be used in creating the new consolidated IT structure.
