The paper of record leads today with a story about the F.B.I.'s failure to deploy its long-awaited Virtual Case File (VCF) system this year. The system is part of the Trilogy Project, a 36-month plan approved by Congress in 2000 to improve the bureau's networks, systems, and software. Already in its fourth year, the project (originally estimated to cost $379.8 million) has passed the $500 million mark, and an anonymous bureau official claims that the program might have to be abandoned.
